Accidentally deleted Date & Time Pref Pane, lil help?

How can I get this back? I restarted after a storm and my clock was reset to 1969. I tried opening Date & Time in Sys Prefs but it kept beachballing so I "thought" I was just trashing the prefs and it seems I deleted the preference pane altogether.
How can I get it back?

How do you accidentally delete something when you had to authenticate to do it? You never have to authenticate to delete your own prefs. Secondly, prefpanes are nowhere near your prefs.
