Has anyone had problems using the new cd startup panel? When I try starting up from a cd it never works and always reverts back to 9.1 on the HD. This happens all the time, using the startup disk control panel, and using the 'c' or option keys at startup.

Try resetting your PRAM by holding Apple-Option-P-R at startup, and letting the computer chime three times then let go.
If that fails, press the CUDA reset button on your motherboard, and/or remove the PRAM battery for 15 mins. I can't help more with that since you don't state what kind of computer you have.
Also, download the "System Disk" control panel from Apple (comes with OSX P) and try it...

Hm... in that case, also try resetting the power manager, with a paper clip, on the back of the computer. Hold the button in for a few seconds.
This will reset a few things, like your clock, nothing major.
It may help... give it a go if the PRAM thing doesn't help.
Good luck...
