Can't seem to start from CD

I've just bought a used Japanese G4 here in Tokyo - I can't seem to boot from a cd by holding down C - it just goes straight to the smiley mac, then 9.1 loading and then the desktop...

any ideas?

What CD are you using .......

1.retail version....... This should work
2.generic version....
3.computor specific version.....This only will work if the CD was created to support your computor

Did you use the Startup Disk control panel or press "C" at restart??

I used the 'resrtore' cd that came with the computer, and restarted holding down c. I'll try selecting it in the control panel, maybe that way will work.
