iPhone no longer under contract, legal/honest way to unlock?

My iPhone 3G is no longer under contract (upgraded to 3GS). My dad is looking to use it on T-Mobile, but the only info I can find on unlocking it is from iPhoneDevTeam and involves using custom OS. There are statements on their site that imply that you can buy an unlocked phone, which implies that there is an Apple approved method of unlocking. I can't seem to figure out how to do it (AT&T won't help).
