AirPort Admin Utility does not show the base station

AirPort Setup Assistant shows it but cannot communicate with it.

So I am at a lost to how I can fix the problems I have been having
this is a new building and we have many wireless networks around

I wanted to secure my network I'm not even sure I set up the base station the right way
I am using it now as I type it is connected to a Cable Modem

Why is AirPort Admin Utility not able to scan for it?

nevermind fixed the problem
