Creating a creative website/blog

I know this may sound dumb, but is it possible to make a blog type website in dreamweaver or any other adobe software. See i am not very good at html, in fact i know nothing about html or website building. The last time i made a website i done it in illustrator, but never put it on the web. My b/f writes alot of reviews and blogs type stuff as he is trying to break into the journalism game, and wants to be a music journalist. At the moment he uses blogger, which gives him little options to design it anyway. However after looking at different things on the web i have notice that people saying that it is a waste of time making one as it is hard to do and you might as well use wordpress or blogger. And i could make him a nice one in illustrator but wouldn't know how he would update it, as i would assume you'd need to make a new webpage everytime he wanted to post something new.
On another note i want to make a website a bit like this Camp Firebelly 2011 | The 4th Annual for myself minus the blog thing. It would mostly be used to advertise my work and myself. But again i have no knowledge in html, so wondering if anything could give me some useful advice or tutorials on how to do what i have asked.

There is no magic solution if you want your own design, but I'd say using wordpress's default theme you can easily upload new header graphics, change the colors, and that would be a good start. Not sure how easy it is to 'theme' iWeb pages but that's an idea too.
w3schools.org is a good place to start understanding basic HTML.
