Or is it? I live in the San Francisco Bay Area (Santa Clara to be precise) and during the first 6 months, 3g coverage for the iphone was horrible. Spotty, slow, and frustrating.

I'm pleased to report that the 3g coverage and speed has significantly improved. Downscaling from 3g to EDGE has been less frequent and overall, 3g speeds seem to be improving.

Is it just me or are others experiencing a boost in AT&T's HSPA performance?

East Bay here, and it is still hit or miss. I was in Washington for the holidays, and was surprised that I never went below four bars the whole time.
I like my water with hops, malt, hops, yeast, and hops.

It's actually better than T1. T1 is only 1.5 Mb down (although T1 implies synchronous so you'd get 1.5 Mb upload too -- but still, you're getting faster downloads than a T1).

Faster downloads than T1 you say. I sure my downloads will slow down as we move down the river towards St. Louis. But still I will take what I can get. I have got out with Verizon when we have been in the middle of nowhere. I thought about getting a external antenna for the Verizon USB720 modem to boost it up when we are in rural areas on the River

We just moved to Mississippi, where they film My Big Redneck Wedding, and I have no 3G here in Crystal Springs. I get 5 bars sometimes, less inside the house. I'm not bothered though, at least I have an iPhone.
