Ah well, I have a 9.1 CD anyway.

It seems to be just a promotion, destined to be over by March 24.

Don't the keyboards stay the same? Because that's what's important to mea 108-key keyboard, not a 9.1 "lite" CD.

Unlikely. I predict that few people will upgrade to OS X in March (I certainly won't). It'll be such a grand mess -- apps breaking, apps being updated, people praising, people harshly criticizing. And anyway, it's been on such a tight schedule that whatever ships on March 24 is likely to be rushed, unlikely to be very good quality at all.

So for everyone that doesn't want to go to X, the CDs will keep shipping just the same.

Well, actually, there were reports of some older keyboards having USB hub-related problems, but that's another issue

Call them and ask for one. You may get it.

Do the serial numbers have anything to do with anything?

For example, if my keyboard SHOULD have been packaged with OS 9.1 lite but WASN'T, is there a particular serial number that will tell me when it was made so I can tell Apple?

Call Apple and explain to them that this TIL article (http://til.info.apple.com/techinfo.nsf/artnum/n58652) states that you should have gotten the CD, but that you didn't. See if they'll ship you one after the fact.
