Problem setting up WebDav

Here is what I'm doing:

curl -O http://webdav.org/mod_dav/mod_dav-1.0.3-1.3.6.tar.gz
all is well.
Code:
tar -xvzf mod_dav-1.0.3-1.3.6.tar.gz
good.
Code:
cd mod_dav-1.0.3-1.3.6
I'm in.
Code:
./configure
yields this error:

checking for gcc... no checking for cc... no checking for cc... no checking for cl... no configure: error: no acceptable cc found in $PATH
because of the above error I cannot do the following.

./make ./sudo make install
10.4.2
Developer Tools is installed.
Any help is appreciated.

I reinstalled Xcode Tools and that helped, but I get a new error:
