Okay, the real question here is... are we talking "love" song, as in, this girl is the core of my being and I want to be utterly romantic? Or, are we talking "love" song, as in, I so want to show you how romantic I can be so maybe, just maybe, you'll let me hit it?

If it's the first, then i vote for As We Lay just can't remember who sang it.

If it's the second, well... no one beats Prince, and i'd have to cast my vote for a myriad of his songs, including (but not limited to): Do Me Baby, Insatiable, International Lover, and Nothing Compares 2 U.
