I am looking for a program that will allow me to have voice conversations over the web. Either a VoIP program or a chat program with a voice option. The software, or service also needs to work with both OS 9 and OS X. A video conferencing options would be cool, but not needed.

If you are looking for something free. Gameranger works in both 9 and X and allows voice. Not exactly its market as chat only but, it does do the job. ;-)

Also I think ispq works in X and 9 also.

there was a great program called "Roger Wilco" that worked under Windows. It was by far the best Voice chat program for gaming. It was also cross platform (MacOS 9). There was a X version in the works, but now RW got swallowed up by GameSpy so I doubt there will ever be a new Mac version.
