What I'm looking for is a plugin that 'listens' to iTunes and automagically downloads the cover-art when a new cd is inserted. Similar to when cddb tracknames are requested when a cd is inserted.
I know fetchart, but that's a plugin that let's you mass-download cover-art of your existing library.
Does it exist?

i sure wish it did. the programs that do it (fetch art, clutter, sofa, etc.) suck, are buggy, slow, and are not very good at pulling the correct cover.

there are fetch art applescripts at doug's applescripts for iTunes.
i would think you could edit one to run in the background and trigger when a cd is inserted.

all of those are fine, but i want something to do it automatically.
http://art4itunes.com/getart/uploadtracks.php
is also pretty good, but i want the app to do the dirty work. musicmatch on the windows side has something called supertagging (or something like that) and i want it for iTunes.
