I would like to know if you can have the apple store order you a custom pmac g5 with custom options?

if so, how long can I expect to get it? the only options i really want is the bluetooth and airport extreme and the modem...

They can PLACE a BTO order for you there, but you cannot buy one there. It'll still hafta go through Apple.com's order, build, and ship process unfortunately. Only stock systems are sold at retail outlets.

I wonder if somebody just walked in the store, and said "I need the fastest most expensive Mac you got, money is not an issue, and I need it within the the next 60 minutes" if they would just do it.

They might be able to add stuff to it; they do have service areas for repairing macs I thought

Apple Stores can add RAM and AirPort cards to G5 towers. Apple Stores cannot add hard disks, modems, internal Bluetooth modules, or upgrade video cards (except for the GeForce 6800 that is sold as a retail box.) Resellers and other stores will be more than happy to add hard disks, but they would not be Apple OEM hard disks, they would be third-party.
