Works fine for me (English-only system). How are you typing the accented characters?
For the ~ over the n, hold the option key, press n, release option, then press any letter. That letter with then get the ~.
For a regular accent, repeat the above steps, but with the e key.

The system language and the text behavior are not the problem. (It's not your fault -- dealing with languages and writing systems is confusing.) The solution to your problem depends on what keyboard layout you are using. You can tell the keyboard layout by the flag that appears in the middle of your menu bar. For example, if it's a US flag, then you have the US layout; if it's a Spanish flag, you have the Spanish layout; if it's a different flag, you have some other layout.

If you have the US layout, to make an you type Option-e followed by o. To make , type Option-n followed by n.

If you have the Spanish layout, type the key to the right of the letter P followed by o. To make , type the letter to the right of the letter L.

If you have a different layout, write a reply and I'll try to figure it out.

To change the keyboard layout, first go to the International control panel and click the "Input Menu" tab. (I don't know what these are called in Spanish, but you said you use English.) There, check all the layouts you think you will ever want to use. Now, click on the flag in the menu bar, and you can choose your layout.

If you want to figure out the details of how to make different characters, go to /Applications/Utilities, open Key Caps, and play around with it.

Y no entienden nada... ¡y cómo se divierten!...

The Finder shouldn't have this problem.
Can you paste these filenames in the Finder? Did you change the Finder font with some hack maybe? Do you have this problem in TextEdit using Lucida Grande as font?

This definely works, what you need to do is select the Spanish keyboard. To type Espanl do this, type the Espan then press the square bracket key, next to the P key, then press o and then l.

It should be with the right accents now.

The Finder shouldn't have this problem.

Does it work if you paste the name in the Finder?
Can you type accented characters in TextEdit using the Lucida Grande font?
Does it work with another user account?
