I'm actually a little surprised. China is fully capable of making good stuff, they just don't get paid enough to do so most of the time.
As their "mindshare" is on the line with this, I assume they would have spared no expense.

In terms of high-tech, China is still at the copying stage, not developing or having new ideas - look at their latest aircraft for example. The high-tech products that they make or put together are 'conceived' elsewhere.

Subego's point that the Chinese are capable of making "good stuff" is accurate. But China is slowly transitioning from "the Party runs everything" (and thus there's little incentive to go farther than the absolute minimum) toward a competition-based economy that rewards harder work, more original thinking and creativity. Obviously, their rover was part of a government project, whether it was done by contract to the government or by government employees. So maybe the glorious people's moon exploration device wasn't built as well as it might have been if it had been built privately.
Still, getting all the way to the moon and actually working when it got there was a great feat. Much better than North Korea's "peaceful" space program's performance, right?
