Just reinstall and everything will be fine. And while you're at it consider moving up to Panther if your computer will support it.
Never argue with an idiot. They'll drag you down to their level and beat you with experience.

To be honest, I never had the empty trash sound work in Jag or Panther. Supposedly it's fixed in Tiger, but until it ships I won't know. On Panther, within that SystemSounds folder is a group of sub folders. The Dock and Finder folders hold the sound file for trash. Not sure about Jaguar though.

it takes hours to reinstall and set back all settings

so if i can simply rename the EmtptyTrash.aiff and drop it into one of the folders of systemsounds, it saves alot of time.

That's the thing, mine are checked It's nothing that bugs me really, I just know every mac I have doesn't have the empty trash sound. Sure you weren't using Xsounds? Just looking at options and possibilities.

Well, that certainly is gimpy.

Anyway, you can get the system sounds back with my app, Pacifist (link in my sig). The files are found in Essentials.pkg, in the OS install packages on the OS X install CD Disk 1.

Ticking sound coming from a .pkg package? Don't let the .bom go off! Inspect it first with Pacifist. Macworld - five mice!
