I was at a shop in Hong Kong where one of the nice sales rep showed me that it's possible to have MacOS 9.1 with language kits wihout the full 9.1 CD. You'd upgrade 9.0 (without language kits) to 9.1, then install the language kits from the 9.0 CD. Of course you can also start with a clean install.
