I think you are losing some quality, because GIF uses compression for saving and TIFF normally don't.

I leave normally all my orginal images as TIIFs or PSD's and save them to CD.

use Iconographer for mac. And copy/paste image with transparent area from FW/PS/... to there. Then delete masks and save as WinXP .ico.

Not 100% sure for this, but try iconographer, it should work.
