If you don't find any other solution. You could use stuffit drop segment, but you'll have to unstuff(segment) your file before you watch it.

I have no Idea what your doing wrong unless your disk is half full. VCDs can record mpeg files larger than 700 megs on a 700 mb disk. I think I've done a 720mb file once.
