Is there software that permits forwarding an email to a group in Contacts? One can do this from a Mac but not from iPhone or iPad. I know of software that does this alone, but it does not interface with Mail.

If your email provider will allow this you could setup an email alias so that emailing an address of your choice (belonging to the same domain) in turn emails everybody in this group.
