How do you enable smooth scrolling in Safari (Panther)?

I just installed Panther and one of the first things I checked was Safari to enjoy the smooth scrolling that everyone here has mentioned. It doesn't seem to be enabled on mine however.

I did a search here and didn't find any tips on enabling it. Can anyone point me in the right direction? I checked Safari prefs as well as System prefs and didn't find anything at all.

Go to the Appearance pane in System Preferences. It's the first checkbox in the second set of options.
