Parental Controls, timer not always working

I have two daughters (6 & 8) that share a Mac mini. I limit their time to 30 minutes each (which is the lowest about Parental Controls allows). It's great in concept... when it works.
I've had multiple times where the time just doesn't work - no warnings, no nothing.
Anyone else seen this? Can't seem to find any help on the web, though I'd found lots of people with the same problem.
This seems like a major bug that Apple just hasn't fixed.

I'm still having trouble with this, even with Snow Leopard. WTH? It comes and goes - most times, it seems to work, but times like today it just doesn't.
One new clue... System Preferences crashed a couple times while I was in the Parental Controls panel.

Pretty sure that's not the problem. These settings work most of the time, and they're saved when I set them.
