iOS - App Store and mobile data

Am I correct if I assume that turning off mobile data for the App Store means that app updates shouldn't be possible without a WLAN connection?
If yes, then there seems to be a serious bug in iOS 9.3.1 because today I updated quite a few apps until suddenly I received a sms that informed me that my data speed has been reduced until the end of the month (yes, stupid German contracts)...and I had to realize that WLAN was turned off and I just had downloaded roughly 800MB via mobile data (which was turned off for the App store)!

If you mean the setting in Settings -> iTunes Store and App Store, then yes, that setting means that no automatic updates should happen unless you have a WiFi connection. Has always worked for me (we have same stupid mobile contracts in Sweden where it drops back to GPRS speeds if you run over your data budget) but I will keep an eye on it.

The new Mac Pro has up to 30 MB of cache inside the processor itself. That's more than the HD in my first Mac. Somehow I'm still running out of space.

Yes, I mean this setting. Does it only apply for automatic updates? Because I started the updates manually!
Hmm, if it doesn't apply for manual updates, then there isn't a bug...except that automatic updates was turned on and I always have to start updates manually! They never happen automatic!
Weird.

The setting only applies to automatic updates, yes.
Automatic updates only trigger when the device is charging and WiFi is available. Are you charging it somewhere where WiFi isn't available?
