I used to love Adobe Streamline - it let me convert TIFFs and JPEGs
into vector art such as EPS.

Adobe hasn't made that thing change since about 1998 or so. Anyway, can
you put the word out and see if there is some software out there that
will allow me to convert stuff into vector? Flash allows it but it
doesn't work well enough to be a tool for logos and the like.
I am headed to Florida this week - going to fish with some childhood
friends.

I'm not completely certain the following product will give you what you are seeking but you might give Canvas from Deneba a look.
