I know there's a hack to make the keys come on to full brightness as soon as the sensor triggers them, without needing to hit the key-brightness buttons. (Which makes sense, they ought to start bright and then fade as the room goes dark, just like the screen does! Partially lighting them when the room still has a little light actually can make them harder to see I found.)

So--perhaps you ran that hack, but then Panther reversed it?

I'm having a similar problem...

My 17" rev A's keyboard only lights up sometimes - and often not at all. When they finally do light up, it's hardly as bright as it was in jag.

So, yeah. What is this mysterious keyboard light changing app?
