On apples site they say it's part of Panther, but I installed Panther and I don't see it. It says its in 'applications/installers' but I don't have that folder in my 'applications' folder. Is it on one of the three install discs? I installed all of them though.

I may be wrong here, but I believe the "applications/installers" folder only exists on machines with Panther preloaded. You should have a CD with the dev tools on it, or you could sign up for a free ADC account and download them:

If you have the retail version of Panther, the CD for Xcode was included as well.
