That's not my blood tests are/were required (and as far as I know would require genetic testing beyond a simple blood test). It is/was for making sure neither person had a venereal disease (or being a carrier for other diseases--sickle-cell) and to test for the Rh antigens in the blood.

Hm. In many countries in Europe first cousins are allowed to marry. While frowned upon and is very rare it is not against the law.
