Been a PC user all my life. This past week got a G4 Powermac for my wife so she can do Graphic Design. Bought it off Ebay so it does not come with a keyboard and mouse. How universal are keyboards and mice for Mac's, Powermac G4 specifically? Are they special or can you use any keyboard and mouse?

Use any USB keyboard/mouse, and you should be fine.

I do recommend using a Mac-layout keyboard, just so that the modifier keys (command, option, control) and some of the function keys (help, delete) will be labeled correctly. But a USB mouse is a USB mouse -- up to 3 buttons need no extra drivers, and all the major mouse vendors have Mac drivers.

If you do get a Logitech keyboard, the "alt" button takes the function of the "Apple" a.k.a. "Command" key on an Apple keyboard. The "Windows" key, in the same position as "alt/option" would be on a Mac keyboard, also performs the same function as an Apple keyboard. This works if you have the position memorized, even though it is mislabeled. I'd assume it works this way for any other USB/wireless keyboard, but you may want to check compatibility on your chosen company's website.

If you download the Logitech drivers from their web site, you get the proper keyboard configuration.
