When I drag an image from Safari or Firefox onto an image-compatable application in the dock, the dock stops working. What I mean by "not working" is If I click an alias, the icon will bounce but the program will never load, and then the dock freezes. Activity Monitor/Force quitting does not solve the problem.
This is on a mac mini that I bought last night. This is my first mac and I'm inexperenced with OSX, so please keep that in mind if you have any suggestions. Everything else is going smoothly, but this is really bugging me.

Hmm... You may want to try repairing permissions. To do this, launch Disk Utility (located at /Applications/Utilities/Disk Utility.app), click on your hard drive (or partition) with OS X installed on it, and click "Repair Permissions."

I tried your suggestion, but its still a problem. Its odd... if I drag from firefox, firefox goes and takes down the dock with it. If I drag from safari, safari stays stable but the dock & other applications stop working.
Anyway...
Should I just go ahead and reinstall tiger?

That should fix the problem, but it shouldn't usually be necessary. If you don't have much on the machine to back up (which I would assume would be the case since it's a new machine), a reinstall might be the fastest option.
The only other thing I can think of it to boot off of the tiger DVD (hold "c" when booting up), open Disk Utility from that, and click "Repair Disk."
