I'm not sure in what content you're looking to open these files, though.

Well, They seem to be the file format that the new Civ 4 saves some of it's icons in. I was thinking that I would have a look and see if changing them a bit would make the game a bit more palatable to play, but I've decided that it won''t help and I'm just not going to bother.
