I am having the exact same problem. I cannot figure it out. I've tried 3 different user's IDs and none work. Any help would be much appreciated.

In the Keychain Access Application, under preferences, there's a button to reset the Keychain. Did this, did not help. May be a bigger problem. Every time I open Mail app, I get a certificate error also.

Aight, here's what I had to do, thanks to the discussion boards over at Apple:
There are two files that I had to replace from a backup I created prior to installing my current system (which is when my problems started). These are the two files I replaced with the backup copies:
~/System/Library/Keychains
Located in that folder are 2 files, X509Anchors and X509Certificates
If you do not have backup copies of those 2 files, I'm not really sure where to get them. Everything is working fine for me now. Any questions, feel free to ask.
Here's the Apple Discussion that helped me out:

Also, search around MacFixit too, I started a post there, with little help. You may need to archive and install as stated in the above article.

would the files be on an OS 10.4 cd that I used to upgrade from my original OS that came with the powerbook? I tried looking around on it and couldn't find them. Maybe I need to totally reinstall it.

If they aren't directly on the said DVD, then you may need to boot off the disc, and reinstall 10.4. Make sure that if you go that route, to choose "Archive and Install" which is found either by clicking Options, or Custom Install on the installer wizard. I dont have this in front of me now, and can't remember exacty where it is. You'll lose some preferences and such, but everything else will remain. This will basically replace your system folder, which includes the 2 subject files.

How did you reinstall Tiger? I have done everything every forum has suggested to fix my certificate and anchor problem and NOTHING has worked for me. I would like to reinstall Tiger and see if that will do it, but with all the updates I am now at OS X 10.4.8. Wouldn't going back to 10.4 be considered dangerous since it is down grading?
What did you do? I would appreciate any info you could share.
Thanks in advance

Boot off your install DVD/CD. There is an option to "archive and install" which will just reinstall the system, not removing any of your applications or documents. It will get rid of your preferences, so you will have to setup your applications again, not a huge deal. Once you've reinstalled the system, just use Software Update to bring you back up to 10.4.8. You'll only be at 10.4 for as long as the download takes. This will most definitely solve your certificate problem.
