Torsoboy's right about the underlying code for Vista-heavily reworked and recoded, and mostly for the better. But... There's still this MS thing about backward compatibility for software that I think will wind up biting them in their very expensive arse. Dump any and all semblance of DOS compatibility, junk the early Win95 binary compatibility, and you'll wind up with a lot fewer holes and leaks. Will they do that? I think not.
And I have to agree with teszeract; Cubeoid has summarized Vista very well.

Kinda cool that MS does even copy Apple's mistakes. Remember how everyone yelled over Aqua in the Cheetah times? Too much transparency, too much clutter (Docklings etc.). That said, I think the 10.0 GUI was still superior to Vista's GUI.

Intel actually just recently annoucned the replacement of their integrated graphics chip with one powerful enough to run all the Vista effects. So by the time Vista comes out, it should be able to run most, if not all the graphical things on the systems sold with it.
Keep in mind a much lower percentage of Windows users upgrade their OS. I still see day to day machines for people running Windows 98. Usually they only get upgraded to a newer Windows version when they buy a new machine.
