Yes
But only apple know for sure. People (including me) were hoping to see an announcement about iLife 07 at WWDC, so who knows when it will come out.

I'm starting to wonder if they are just going to skip '07 all together and release 08 in January. That would make sense if 08 also saw Apple redo .Mac as well.

Considering that .5 will be in OCt I think that is entirely reasonable.
Additionally, it gives them time to make it a significant release rather than a 'me too'.
A well .5'ed iLIfe and iWork is what is needed. The current crop do not lack any significant functionality.
The question is whether there is a Win version… or is it?

I totally agree a .5 release would make sense, but don't forget the version numbers on the various iLife apps don't match - iTunes is version 7, iWeb probably 2 or something.. iMovie is different from iPhoto, etc. That's probably part of the reason the version numbers have been tied to years of release, but now that we're halfway through 2007 iLife '07 would seem weird. I hope they do something about how they name it.
As far as a Windows version, I think Jobs is happy (for now) with allowing iTunes to remain the sole glass of water handed to those in Windows hell. Apple's OS is a large part of the added value you get when you buy their hardware, and all new computers include iLife already, which is an extra bonus because you get great hardware and a whole suite of programs that most Windows users would not be able to approximate. This is partly changing with Vista, but there's still no competition.
They've made sharing photos, sending email, all the "basic" user stuff so easy, that it gives them a real edge, and I think handing the iLife suite to Windows users would undermine some of the incentive to switch.

Either iLife or iWork on Windows would be crippleware - they rely too much on the OS for their features to be able to offer feature parity on Windows. It would also be a dumb move commercially. Part of the significant allure of Mac OS is the successful integration of the iLife apps with each other and the OS, something that is still very much lacking in Windows counterparts. To remove that unique selling point from the Mac would be to make it a much less attractive prospect to the consumer and education markets.

I'm not their Lorax, but I'm pretty sure they mean a release that would take advantage of some of Leopard's new APIs (e.g., Core Animation).
