Does Apple list the refresh rates of their Powerbooks anywhere? I can't seem to find it on Apple's Powerbook webpage and the Developer Notes don't seem to list it either.

I have never seen a rate posted. But, I bought a refreshed 15" 1.33 last weekend and the receipt showed a $169.90 refreshed item discount on it. The amusing thing was the "buyers remorse" phrase written on a lime colored sticker that the store put on the box. I'm very happy with the pirchase and there are little signs that the item was ever opened.

Duh on me if I'm not getting this right away...
Do you mean "refresh rates" as in "how often does Apple come out with PowerBook updates"? If so check out the MacRumors Buyer's Guide. Apple is not forthcoming about this information but the buyer's guide is helpful with the recent history of PowerBook releases.
Do you mean "refresh rates" as in "at what Hz does my PowerBook drive the LCD and/or an external display?" If so I don't have an answer for you but for external displays it depends on the resolution of the external display and for the build-in LCD it doesn't really "refresh" like a CRT anyway.
I just had to bring this up. It was bothering me.

All LCD panels refresh at 60 Hz. There is no way to adjust this.

My apologies, I meant response time. For example, the current ACD list with a 16ms response time. I was curious to see how the LCDs in the Powerbooks compared.

I really don't know. I play fast MAME games on mine all the time. Does that help?

No, but I do love playing Mame on the Mac with OpenGL rending turned on. It is so sweet.

ibook_steve's guess at 60Hz is probably correct, but I could easily see it being 75 or even maybe 85Hz too. LCD's CAN be driven at refresh rates other than 60Hz (My external LCD gets driven at 75Hz, both in OS X and Windows XP) but what he's getting at here is that refresh rate does not affect the visual appearance of flickering like it does on CRT's. You'd be hard pressed to notice the difference between 60Hz and anything else on an LCD.

Sorry, I must have had a senior moment. I just bought a "Refreshed" Powerbook and had the phrase on my brain. Now back to our regularly scheduled programming...
