The Church itself is forbidden by canon law to proscribe death for anyone, and always has been. But how often she turned a blind eye to what the secular authorites had done! That is not to say that there hasn't been many respectable persons within the Church which criticised the methods of the secular authorities. Even on the Crusades, many condemned the dishonourable actions of the secular authorities in their despicable treatment of Jews and Moslems in the Holy Lands.
In the perspctive of the Church, the office of the inquisition was only there to define what teachings are heretical and convert apostates back to the faith. 'Punishment' should not have technically speaking been apart of the Inquisition. Death was rarely actually the result of an inquisition. For the Church to bestow death (which in fact she couldn't but for the secular authorities to do in her place) would mean admittence of the Church's failure to save a soul. How would that dampen the Church's pride!
