Wallstreet/PDQ Powerbook Keyboard not working

My brother got G3 300/14.1"/64MB Powerbook a few months ago (I think its either a Wallstreet or PDQ according to the information on http://www.apple-history.com/ ) but the keyboard doesn't work. I got a replacement off Ebay and put it in but it still isn't working. Any clue as to what might be wrong? Motherboard issue maybe? The laptop boots up and works fine otherwise, its just the keyboard that isn't working.
Ideas?

I had (actually I still have it as a backup) a Wallstreet PDQ running under 9.2. Bought it mid-1999. About a year ago, several of the keys started to fail. Had to give up on it when keys like the return key wouldn't work. I didn't replace the actual PowerBook keyboard, but I did buy an external ADB keyboard/mouse off eBay ($9.99 + shipping). Everything works fine with the ADB, but you give up the portability of the PowerBook.
