Hi there

for some random reason my Mac Pro refuses to sleep?
any suggestions why this might be?

i click on sleep --->1 or 2 HDS turn off and immediately it wakes up

it takes me roughly 10 times to put it to sleep doing this way

Do you have any usb devices (other then keyboard and mouse) connected? Try disconnecting them and putting it to sleep.

My Mac will not go to sleep if my scanner is on.

Oh yeah, it'll be one or more of those devices causing your problem. Also, if you have installed an additional USB PCIe card it could also be causing your problem. Expansion cards are notorious for causing sleep issues.

LOL. 20 USB devices?

I can guarantee you that one of them is sending a "Hey, wake up!" signal to the Mac Pro and that's what's prohibiting sleep.
