Format a USB stick as FAT-32: copy/paste a folder containing a folder with the same name (folderA/folderA)

Fails every time with item already exists with the name 'folderA'.

Now format the USB stick as Mac OS Extended (Journaled).

Copy succeeds.

Windows vs. Mac OS in a microcosm.

Sounds like an issue with the implementation of FAT32 in OS X, rather than a problem with the FAT32 standard.
