Can I do anything about this? is it a necessary task that I can't turn off? I want my portable Hard drive plugged in, but not if it takes this much cpu. what should I do?

It's Spotlight indexing your harddrive - add your portable harddrive to the Private(Privacy?) list in Spotlight preferences.

Or just let Spotlight finish running. It could take a few hours depending on the amount of data there, but things will be fine once the initial index is done.
