i wonder if there is a way of
- moving the back/forward tabs to the right side of safari?
- adjusting the width of the right side column that you can move up/down?
just my preference for helping safari

View menu --> Customize Toolbar

The other thing you're asking—are you talking about the scroll bar? Why use it at all except for position feedback? Does your pointing device not have a scroll function?

customising the toolbar just don't work for me
the edits move, but they won't 'stick' there
and i do use a mouse and it has got an adjusting button, but i hardly ever use it
the button takes so LOOONG to adjust the situation

I would consider getting a Magic Trackpad. I have one, and use it quite a lot when browsing for the included shortcuts, even if I use a mouse in most cases. If I don't have that, I use the page up/page down for scrolling and backspace for back in the browser.
The new Mac Pro has up to 30 MB of cache inside the processor itself. That's more than the HD in my first Mac. Somehow I'm still running out of space.

You can adjust the scrolling speed in the system preferences' mouse panel.
