No it's not.
Hardly anybody needs to access Library folders on a regular basis, and those that do can create aliases or unhide the whole folder.

Which is what I do...
My main uses, which I visit quite often...
Via alias's usually.
(My ~/Library folder is also unhidden)
Favorites copy & paste to another folder for backup.
Camino Bookmarks and History copy & paste backups
History especially, after losing it a while back, Bookmarks also exported.
Occasional software removal requires manual removal of some items in ~/Library folder, as directed by the software.
