Just wondering if there is a program that can turn the fan on and off rather than it being controlled by the OS?

What he said. The fan comes on when the system needs it. Overriding that could cause the machine to overheat, in which case it automatically puts itself to sleep and can't be woken until it cools down. Why would you want to do this other than fan noise, which isn't that bad?

Let me elaborate somewhat. During the winter I love the warmth of my powerbook on my legs but during the summer it's sweat central.

I was just wondering if somebody had developed anything so I could force the fan to come on (not to force it off - that'd be dumb!) and 'hopefully' keep the whole thing a bit cooler.

It appears that there isn't so not to worry people. I just though I'd ask the question.

Even if the fan was on full blast all the time, the case of the machine itself is part of the thermal system. Though most of the heat is forced out by the fan through the vents in the back, heat is also dissipated through the metal case. It's not possible for what you are talking about to happen.

If your fan is noisy, but a new one. PB Fix It is the site you are looking for. I am awaiting more Rev. A 12" fans to get stocked again. If anyone knows where I can get them, my warranty is up and my friends can't wait to crack open this noisy computer.
Looking forward.

Here's the link for the 15" 1.25 ghz machine you have.

These two fans work on all 15" AL powerbooks. I am not sure your fan is broken but this information can't hurt.
Looking forward.

There's a simple solution—change your Energy Saver settings, and set the processor to "Reduced". The fan should stop, and the heat will subside.
