They didn't cite him because they arrived after the accident? So, in California, if the police don't see an accident they will not issue a ticket?

No, because he had the side car attached at the time, which turns a motorcycle into a three wheeled vehicle...which his license covers.

Your kidding, right?
I'm not positive about California laws, but I really doubt adding a third wheel to a motorcycle will change its licensing category. Most states have two types of motorcycle licenses. One is for small bikes, mopeds and scooters and the other category is for bikes with larger engines.

Schwarzenegger spokeswoman Margita Thompson, acting on initial information Sunday, said she believed the governor's basic Class C driver's license allowed him to ride the motorcycle with its sidecar attached.
California Highway Patrol officers accompanied Schwarzenegger on the ride. Spokesman Tom Marshal said CHP officials also concluded that the governor was permitted to operate a motorcycle with a sidecar.
