Is there a list anywhere that tells me what the bare minimum of fonts I need in OS X is? In os9 it was the City fonts, but I assume it has changed MacOS X. My designers want to clean out all the excess fonts, but I don't want to delete something that might be important

Not true. I have pulled everything from /Library/Fonts/ except the basic MS set (verdana, etc). Things work fine--even iCal without Neue Helvetica.
You could begin to pull fonts from /System/Library/Fonts/ on a trial and error basis. Japanese fonts could go if they aren't crucial to your work. Proceed at your own risk and test rigorously.
