Disk Utility - MS-DOS option missing?

I found out that my USB flash drive ('memory stick') does not mount on a Windows PC. Disk Utility informs me that the drive is formatted as Mac OS Extended (Journaled) which I assume is why it cannot be read by Windows.

I believe that I should erase the drive and format it as 'MS-DOS'. But when I look at the options, this seems to be missing. All the Google searching I do suggests that this option should be present. Any ideas?

Select the drive (what says "LEXAR JUMPO"), not the volume (what says "Jump") and you can choose to format the drive in MS-DOS format.

But what if we want to have two partitions (one HFS+ and one FAT) on one drive? It's no longer possible?
