So an acquaintance is a musician. Thirty days ago he got tired of waiting for the release of the 'upcoming' Logic X and so, he bought Logic Pro 9.

No 'penny wise, pound foolish' acting here. Logic Pro X, like the version that came before it should, along with his talent, generate a revenue for him. He is just wondering whether there is some genuine mistake with his account at the App Store, or if the lack of an upgrade policy from Logic 9 does indeed mean he has to pay full-price to get Logic Pro X.

The full price of Logic Pro X is lower than the upgrade price from Logic Studio 8 to Logic Studio 9.

The App Store currently does not offer upgrade pricing; Apple's policy has been to make the entire product cheaper than what an upgrade used to cost.

Still, can't hurt to ask the App Store support.

Do note, though, that Logic 9 is ubiquitous, and it will take years before everybody can work with Logic X files (it opens 9 files flawlessly - save for the lack of 32-bit plugins - but immediately saves a new version that is not backwards-compatible).
So it's probably wise to work with logic 9 for the time being if interoperability is a concern.
