Well, to truly learn HTML, you should learn hand coding, rather than using a tool. It's easy to get started and it will help you when you do get a WYSIWYG tool.
Use a text editor designed for HTML coding to start. BBEdit is generally considered to be the best, but I personally prefer
jEdit. It's free and has some cool plugins you can add.
When you go to a WSYWIG tool, DreamWeaver is my favorite. Easy to use and produces good code.
