iPhone Text Message and Voicemail sounds

Can anyone explain/guess why Apple is still only allowing certain sounds for text and voicemail notifications? Every other phone on the market lets you customize to your heart's content. iPhone users get to stand in a crowd and hear one of a few tones and have to check their phone every time anyone's goes off. Now that iOS4 is out and STILL without that function, I wonder if Apple will ever explain why they refuse to add this simple feature. Thoughts?

I completely agree, and too many companies overlook this possibility for customization - except the droid T_T

That was the first thing my wife asked when I gave her my old iPhone. Still don't have a good answer.
And in a house with multiple iPhones it leads to the "who just got texted?" game.

I think the "multiple iPhone home" issue is something Apple did not consider. And that they should consider.
Now I've been (I think) hearing "mail" notifications from (apparently) my wife's iPad, but she doesn't have Mail set up...Can anything else trigger that sound?
