why isn't there a 'reduced' processor speed setting?

It doesn't make sense to me why apple didn't include the Automatic/Reduced/Highest settings in the Energy Saver Preferences. Does anyone have an answer to this?

Intel's processor power management is advanced enough that such a thing isn't needed and wouldn't provide any gain.
It's automatic, reduced, and highest at the same time.
