I have been burned on some lousy apps that got good reviews, or had good looking screen shots, and it has gotten to the point where I'm afraid to buy any more apps. Is there any way (or will there be any way) to return unwanted apps to the app store for a refund?

No. Software is never refundable, simply because it is so easy to copy.

Software as service is the way to go if costumers want to stop paying for what they don't like.

Well, this software has DRM, doesn't it? So it shouldn't be easy to copy.

Apple is usually pretty good about giving refunds for downloads if you send an email and have a legitimate problem. It's at least worth a try, and there's really no other way to "return" it.

Except with the Digital Restrictions Management Apple has integrated into the app store and iPhone, just having a copy is no longer enough; you need to be authorized, and that can be revoked.

Contact iTS customer service. I have previously had very good experience with them when audio tracks I had downloaded were garbled. They seemed very reasonable. I'd just contact them, explain the situation and kindly ask them if you could "return" your purchase.
